Case Study 1: Eagle River First Nation Community Housing Initiative
The Challenge:
The Eagle River First Nation faced a critical housing shortage, exacerbated by a growing population and deteriorating existing homes. Despite having access to federal housing funds, the community lacked the internal project management capacity to plan and execute a multi-unit housing development in their remote northern location. They needed a partner who could manage the entire process, from finalising funding to handing over the keys to new families.
Our Role: Full-Cycle Project Management
Axiom Alliance was engaged as the lead Project Manager. Our mandate was to deliver 25 new, high-quality, energy-efficient family homes within a 24-month timeline.
- Pre-Construction: We finalised the funding application with CMHC, managed the land selection and site servicing design, and led the procurement process for an architectural firm and a general contractor with proven remote-build experience.
- Execution: Our Chief Delivery Officer provided on-site leadership, establishing a project office in the community. We managed all logistics, including the coordination of winter road supply shipments, labour housing, and materials staging. Daily oversight ensured quality control and adherence to the project schedule.
- Community Engagement: We held regular progress meetings with Chief and Council and provided transparent reporting. We also facilitated the hiring of local community members for various roles, ensuring direct economic benefits.
The Outcome
The project was completed on schedule and 5% under budget. The 25 homes were built to a standard exceeding code requirements, with enhanced insulation for the northern climate. The project created 15 local jobs during its peak and provided invaluable skills training. The successful delivery has restored community confidence and provided a template for future development.

Case Study 3: Remote Community Water Treatment Plant Upgrade
The Challenge
A remote First Nation was operating under a long-term boil water advisory due to an outdated and failing water treatment plant. Navigating the complex technical requirements and the multi-agency funding process for a new plant was overwhelming for the community’s small public works department. They needed an expert partner to manage the technical aspects and secure the necessary capital.
Our Role: Technical Advisory & Project Management
Axiom Alliance was brought in to lead the project from concept to commissioning.
- Technical Consulting: Our CTO worked with specialised engineering firms to assess the community’s needs and select the appropriate water treatment technology for their specific source water and remote location.
- Funding & Approvals: We managed the intricate application process with Indigenous Services Canada (ISC), ensuring all technical, environmental, and financial requirements were met. We successfully secured 100% of the required $8 million in funding.
- Project Delivery: We are currently managing the construction phase, overseeing the contractor, managing the complex logistics of shipping sensitive equipment via barge, and ensuring all work meets federal and provincial water quality standards.
The Outcome (In Progress)
The project is currently under construction and is on track to be completed by the target date. The new plant will provide clean, safe drinking water to over 600 residents, lifting the boil water advisory and dramatically improving public health. Our management has ensured the project remains compliant with all funding reporting requirements, guaranteeing a smooth and successful delivery.
Case Study 2: Northern Lights Economic Development Corporation – Commercial Centre Feasibility Study
The Challenge
The Northern Lights Economic Development Corporation, a consortium of three neighbouring First Nations, envisioned creating a regional commercial centre to provide essential services (grocery, post office, fuel) and generate own-source revenue. Before seeking major investment, they needed a comprehensive feasibility study and a professional business case to present to potential government funders and private sector partners.
Our Role: Strategic Advisory & Funding Proposal
Axiom Alliance was retained to provide strategic consulting services.
- Feasibility Analysis: We conducted a thorough market analysis to validate demand, created detailed financial projections (capital costs, operating expenses, revenue models), and assessed site options. Our technical team evaluated the infrastructure requirements, including power, water, and road access.
- Business Case Development: We synthesised our findings into a comprehensive 30-page business case. This document provided a powerful argument for the project’s viability and long-term economic benefits for the partner Nations.
- Funding Strategy: We identified the most suitable federal economic development fund and crafted a compelling funding application based on the business case.
The Outcome
The business case was instrumental in securing a $2 million grant from the identified federal fund, which covered the costs of final design and site servicing. The professional and data-driven approach gave funders the confidence to invest. The project is now moving into the detailed design phase, with Axiom Alliance retained as the lead project manager for construction.
